Q: Does it come with with scarf?

Yes, and No.... It came with something they might call a scarf, but its a thin thin material amd is not a length to be useable. I tried for fun, and at best its a neckerchief you can tie decoratively around your neck like how you see flight attendants in movies.

Q: Is this tote stiff will it stand on its own while empty?

Mine isn't so stiff that it'll stand alone with nothing in it. It is semi-stiff so if there are items in it, it will stand, but not if it's completely empty. I love mine. I am very glad I chose it. It's beautiful and big. You won't be disappointed.

Q: Can you remove the ribbon?

The ribbon a separate. It was folded in a plastic sleeve in the bag. I actually wear it in my hair most of the time.
