Not sure what you are asking exactly but if you connect a water hose to a fire hydrant, it will only flow at the volume of the water hose... The full path should be 10gb.

It requires a direct connection to the computer via TB3. USB-C will not work.

An example configuration is: Thunderbolt 2 Mac with macOS 10.13.6 or above > Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter > self-powered Thunderbolt 3 device with two TB3 ports > OWC Thunderbolt 3 10G Ethernet Adapter.
